I'm curious what kind of organisation this is.

I reckon that the numbers 10225 and 10232 are the personal codes, so basically the number of the breeder.
the 13 is the year (2013) and the 001 and 039 are the serialnumbers, so 001 was the first bird breeder 10225 bred in 2013
PS could be the organisation and NL is The Netherlands.
But I don't know any organisation with PS. sorry mate.
